Okay, since no-one has even looked at it, let alone hazarded a guess, it's a horse's snout. He got really, really curious about the camera, just as the Bag Lady snapped the picture.
Ordinarily, that particular horse won't come anywhere near the Bag Lady (unless she has horse cookies; then he'll even lay his chin on her shoulder...) but that camera certainly captured his attention! He even fogged up the lens with his breath. Silly horse.
I was going to guess that the picture was from the moment right before you got hit in the camera lens with ice from a disgruntled Sno-Cone stand worker when you refused to buy a Sno-Cone because its like the middle of winter, and stuff.
Reb - well, you got the out-of-focus part right...
Elasticwaistbandlady (whew, that tuckered the Bag Lady out, and she didn't even hit the space bar...) EWBL (that's easier) - Gad, now the Bag Lady forgot her answer...oh, right; your answer was so-o-o close, you have no idea. That horse is just like the disgruntled sno-cone guy, only with four legs... Thanks for stopping by!! (Oh, and the Bag Lady is curious about what the moms in your neck of the woods are using - is it those baby-protector thingys that go in the top of the carts? Similar idea, but my bags are for everyone - no baby required!)

ok, I'm way off.
I was going to guess...outer space.
Okay. I was going to suggest light twinkling off frost.
Horsie must have been awfully close.
Thank you for telling us.

Oh you wanted us to guess.. you should have set up a .. gallop poll ;)
Hilary - knew we could depend on you to come up with something punny!
Okay, wow, I was thinking frost on tree branches, but out of focus. That would make a very neat print by the way.
So you're the cart smart gal? I totally have seen moms using those around here!!!

I'm sad that my guess wasn't correct. :(
